This photograph was taken from the staircase entrance off Diamond St and Ocean Way.
Exit Pacific Coast highway on Diamond St. and head west. Try to find parking on Diamond St. or in one of the surrounding neighborhoods. Parking is readily available on Pacific Coast Highway if the neighborhoods don't have open spots.

Sunset
All months are suitable to photograph Diamond Beach, but winter typically has the most vibrant sunsets and is a slower time for tourists. Summer is a warmer and more popular time to go so you'll often times have more people in your shot if you visit then.
Sunset often sets in the frame of the shot making for a beautiful view down the staircase.
Field tips
There's not a lot of room to move around on the stairs so shooting with a wide-angle lens (16mm) provides the most flexibility.
Check the tides ahead of time. If it's high tide the water will often come up underneath the stairs and fill the frame more.
You'll be looking down the stairs for your composition, so shooting portrait orientation will give you the most flexibility to capture the sea and sky in your frame.

Two streets south (Moss St.) has a beautiful little cove. I often times run between both spots to capture different compositions and get a variety of content.
If you're hungry for a snack, Bonzai Bowls has some great açai bowls and smoothies which make for a quick meal on the run.
