This is private property. You should only visit as a resident or guest of the property. When inside, make a right then go to the farthest building in the compound. Head up to the top floor to take this shot from a window.

You can come here during any month, but this elevated view of Tomorrow Star City is best enjoyed during spring when you can avoid the summer heat and the winter cold.
For similar conditions, I recommend going to the location at night to enjoy the street lights.
Field tips
To get a clear view of the city, I suggest using a telephoto lens (anything over 50mm will work!) to capture this scene.
With your tripod, use the lowest ISO setting to get a crisp image.
Play with the blue cool colors of the dense local building structures and the orange street lights of the street. Come right after sunset and then also when it's a little darker out to see the different types of colors in the city.
