The photo was taken on a cloudy day that had no sun exposure. You can find similar lighting condition during the morning, midday and late afternoon as long as there isn't strong sunlight.
Field tips
Commercial shoots are not allowed at this location. The security guards have the right to ask you to stop photographing, but just tell them you're there shooting for fun and there shouldn't be an issue.
To emphasize the size of the building, try incorporating a model into your shot. It will help add a sense of scale.
