This image was taken in the pedestrian tunnel towards Poplar DLR Station near Canary Wharf.
Taking the DLR, head to Poplar Station and then get off of the train. Make your way up the flight of stairs toward the blue circular overhead bridge. Both ends of the bridge work for this specific shot, but I stood on the south end to get this view.
There can occasionally be construction in the tunnel, so be aware that one side may not be available.

Visit the tunnel during any month of the year. Since it's a covered pathway, the seasons won't affect the scene.
You can visit the Poplar DLR station in the morning, mid-day or late-afternoon for lots of natural light. You can also stay for sunset and after dark to get three different types of lighting.
Field tips
Try to photograph the architecture symmetrically by aligning yourself in the middle of the tunnel. You can also use the lines on either side of the pavement as leading lines to direct the viewer's eye into the middle of the image.
Try composing shots empty and with someone walking through your frame. The images will have distinct feels — one focusing on the architecture, the other the subject.
I recommend taking the photo straight on to avoid image distortion.
