Although this location is suitable to photograph all year round, the weather in Michigan is more pleasant during warmer months. Visit in the winter if you want snow in the image.
All of these times are great to shoot it, it just comes down to preference of what kind of light you'd like to have.
Anytime of the day is great to photograph the Temple Bar. It depends on your preference of light, but I shot this mid-day when the sun was directly on the exterior.
Field tips
You may want to stand closer to the bar and photograph from the road. If you do this, be mindful of the traffic since it can be a busy road.
I suggest shooting from across the street to fully frame the exterior while creating a sense of symmetry by centering yourself in the middle of your shot.
Experiment with different focal lengths to find what suits you best! There can be many perspectives of the bar façade, so get creative.
