The Doha Skyline Viewpoint is on the northernmost point of Dhow Harbour. I stood east of the viewpoint along the corniche, facing the Museum of Islamic Art across the water.
This area is about 15-20 minute walk from Souq Waqif.

You can photograph from the Doha Skyline Viewpoint and fram the Museum of Islamic Art all months of the year.
Visit during blue hour into the night to capture the illuminated museum and surrounding skyline. That said, essentially all times of the day would be great to shoot—especially sunset! Visit before dusk if you can.
Field tips
By using a zoom lens (70mm) you'll be able to more tightly frame the Museum of Islamic Art across the water.
Try incorporating the surrounding palm trees in your composition, which helps give the scene more context. I chose to frame the architecture with them.
If you're shooting in the evening, using a tripod will help you capture the crispest of images.
