As the late afternoon transitions into sunset, there will be a golden glow that's cast over the cityscape. The diffused light from this time of day will also help to soften the image.
Field tips
Make sure you bring along a wide-angle lens (24mm) so you can incorporate the buildings in the background. If your lens is too narrow, you won't be able to convey that you're standing on top of a helipad, high above the city.
Placing your model in the center of your shot will draw the eye to the middle of the photo and to create a focal point.
I think it looks best to have your model outfitted in flowy clothes. They'll move naturally with the wind and they'll also add soft contrast to the industrial buildings of the skyline.
Even though the featured model is in high heels, I recommend wearing comfortable shoes while on the helipad.
