This location is in the pedestrian underpass that leads to Alexandra Technopark. You can enter the underpass off of Alexandra Rd just after the Hewlett Packard building and before bus stop 15051.
I walked ~10 meters into the underpass to take this shot.

You can photograph the interior of the Alexandra Point pedestrian path during any month of the year.
This underground tunnel is unaffected by exterior light and can be photographed at any time.
Because you're nearby an office building, I recommend visiting on the weekend to avoid the weekday rush hour crowds.
Field tips
To create a greater sense of depth, get low on the ground. It will change the composition of your photo and make for a really interesting shot!
The image can appear flat if you shoot from straight on, so experiment and move around to find different angles.
If you do decide to shoot from straight on, the most important aspect of the composition is symmetry. Align yourself with your model and the lights above to have a perfectly positioned image.
