S Camino Del Mar/N Torrey Pines Rd and the Pacific Ocean coastline can be photographed during any month. In the winter months, it'll be side lit and in the summer months, it'll be back lit. No matter the time of year, though, the sunset will illuminate the sky in similar colors.
Definitely a great time to shoot here is in the late afternoon and at sunset when the sun is across the ocean.
It's also a fun spot to shoot long exposures during blue hour with cars driving down the highway.
Field tips
Before flying a drone, check and follow local drone regulations and permit requirements.
With steep cliffs, make sure you have good shoes and watch your step if you're planning to shoot near the edge.
The train tracks and the highway are great leading lines — make sure to utilize them.
Having a variety of focal lengths is awesome here. I recommend a wide-angle lens to capture the highway, train tracks and the beach. A telephoto can isolate subjects, such as the incoming train or subjects down on the beach below.
With train tracks below, there are a few trains passing through that could make for awesome long exposures. Look on Google Maps for the nearest train stations to time the trains in your shot.

Hiking down to the beach is a fun activity since you're already here.
Having a picnic at Sunset Seat is also a great activity to see the sun descend into the Pacific Ocean.
