You can photograph the Oriental Pearl TV Tower from this road any month of year, but I suggest going in the summer when the sunlight is the strongest.
About an hour after sunrise, the sun will shine through the street, resulting in a similar shadowy effect that's in my image. If you arrive too late in the day the sun will either be overhead or behind you.
Since this is the final stop on a bus route, you'll frequently see buses crossing your frame.
Field tips
I recommend using a longer focal length (48mm+) to compress the Oriental Pearl TV Tower into your frame, making the image more dramatic.
I featured a model in my photo, but you can wait for a local pedestrian to be your subject. Just be patient until someone walks into your frame!
Try going further back (near the intersection of Jiujang Road and Sichuan Middle Road) to experiment with different perspectives.
