You can visit the Jüdisches Museum (Jewish Museum) during anytime of the year, but to capture the leafless tree, visit during the winter or early spring months. I visited in May before the leaves had fully blossomed.
Visit the museum during the morning, midday or late afternoon when the aluminum façade will reflect light and you'll be able to see the shadows of the buildings nearby. Please be aware that the kind of sunlight you'll have on any given day could produce different lighting conditions.
Field tips
Walk around and experiment with the different angles of the building and tree. The structure is uniquely angular and there are many ways to capture an interesting photo here.
There are a lot of lines within the architecture and cobblestone ground. These lines can be used to guide the view of the focal point of the image, so get creative and see what other compositions you can create.
To add another element to your photo, try using a model. I suggest having the model stand against the wall, which will provide a nice background for a portrait shot.

I recommend visiting the museum — it's impressive as well as moving. The exhibitions, which highlight the history of Jewish culture in Germany, are open daily from 10AM-8PM.
You can also walk to the waterfront Landwehr Canal. There are small parks along the canal that provide a local spot for people to come and picnic or drink during the summer.
