To get this view, enter the city hall's main entrance at Friedrich-Ebert-Straße 80. Go straight until the hall opens up a little where you can find the stairs on the left. There are similar ones on the right, but depending on the time of day, you might want to use the stairs on the left.

You can visit the staircase at Rathaus Potsdam year round.
Visit this place in the morning during opening time to have the best lighting. Midday and late afternoon will also give you similar lighting conditions.
Field tips
Please be aware that this a government building. I don't recommend commercial photography here as that will need extra permission from the city. Keep your visit short and be discrete when taking photos.
It's important to have a really wide-angle lens (16mm)as the space is small and tight. A wide-angle lens will open up the room and make it appear bigger than it actually is.
There are a lot of leading lines with the railings on the stairs. Use them to guide the eye.
Experiment with angles and how the sunlight hits. The lighting can change throughout the day, so play around with shadows and different perspectives and use the lighting to your advantage to highlight the interior.

I recommend exploring the area as Potsdam offers a lot of amazing sights and can be easily visited as a day trip from Berlin. You can see castles, the Old Dutch Quarter, charming cafes and beautiful old brick houses. To get to the city, take the S-Bahn to Potsdam — which should take about 45 minutes from Berlin's city center.
