The featured image is of the Ferris Wheel at Ocean Park amusement park. You’ll need to purchase an entrance ticket (unless it’s your birthday, in which case you enter for free).
Citybus' Ocean Park Express bus service (Route 629) can get you there in under 25 minutes. You can get on the service from Central just outside the Star Ferry terminal on the Hong Kong Island side or from Admiralty (West) Bus Terminal just outside the Admiralty MTR Station.
Once in the park you’ll have to go up the hill by tram. For this view I had my model sit on the railing in front of the entrance to The Dragon roller coaster. You’ll have a great view of the Ferris Wheel from here.
