To get to this location, you'll have to drive.
When you arrive, you can park your car at the location and basically step out to take the photo from right at the fence next to the parking space.

As long as it's not snowing, you can find similar conditions of a highland cow at Coo View Point during any month.
On an overcast day, you'll be able to achieve a similar image in the morning, midday or late afternoon.
If the sun is out, consider visiting earlier or later in the day so as to capture cross light and longer shadows.
Field tips
Be careful when getting out of your car since the parking area is quite small and the passing traffic on the main road will be very close to you.
Hopefully, you'll have an obliging highland cow when you visit (like I did), but keeping a good distance from them is a wise idea, for the safety and well-being of both yourself and the cow.
To incorporate the entire scene in my frame, I shot with a wide-angle lens (35mm).

A 30-minute drive through stunning Scottish countryside and around a loch will take you to The Storr, a 674 m (2,200 ft) high rocky landslip that's well worth the visit for the incredible views.
