This location is on the Padang Deck of the National Gallery Singapore, City Hall Wing.
Enter the Gallery via the City Hall Wing and go up to the 5th floor. Use the staircase near the Reflecting Pool and Ng Teng Fong Roof Garden Gallery and go up to the 6th floor. On the left you'll see the Smoke & Mirrors restaurant, on the right you'll see the Padang Deck.

All months of the year are suitable to photograph from the Padang Deck - the weather is always quite nice in Singapore :)
Visit in the late-afternoon when it's not as hot, but still a lot of light to bring out the contrast and colours - especially if it's sunny! It's also beautiful during sunset if you want to capture more vibrant colors in the sky and on the skypscrapers. It's magnificent at night, too!
Field tips
Try using a wider lens (18mm) to give the image a more panoramic feel and to capture more of the skyline.
I used a small, low-to-ground, mobile tripod and timer to photgraph myself. It was a kind of "try and guess" to get the right composition :)
Get inspired by the weather and environment. I thought the wind added interest, mood and action to the photograph.
The Padang Deck is great for capturing different views of the city. Experiment!
