This was photographed within the Swissotel the Stamford Hotel on the ~40th floor, in a Harbour View room. If you are below the 40th floor you can request to have your balcony opened.
If you aren’t a guest or don’t have access to a room you can visit the Equinox Restaurant on the 70th floor. You can still get a fantastic shot but it’s from a higher perspective.

Singapore weather is good all year round (some months rain more than others), but generally all months are suitable to photograph from Swissotel the Stamford Hotel.
Visit during sunrise to catch the blueish hues you see in this photograph. Although, sunset is also great, as the light comes from the far right providing an extra long blue hour. All the office buildings and Marina Bay Sands lights turn on in the evening.
Generally most mornings and sunsets are free of rain.
Field tips
To capture the expansive cityscape a wide-angle lens is a must; a 14-24mm or 16-35mm are your best choices.
Use a sturdy tripod for night and sunset / sunrise photos, or if you want to shoot a timelapse.
There are several great landmarks for you to frame, such as the Marina Bay Sands with its spectacular roof or more to the right with the Central Business District in main focus.
