This location is in The Broad, which is a contemporary art museum in downtown Los Angeles.
Enter via the entrance on the corner of S Grand Avenue and W 2nd St. The escalator will be one of the first few things you see on your right.

The Broad is open year round except for Mondays, Thanksgiving and Christmas day.
Mid-day and late-afternoon are the best times to visit because that’s when the museum is open to the public. The light is pretty consistent throughout these periods of time.
Field tips
I would recommend a wide-angle lens (35mm) so you can incorporate as much of the escalator as possible.
The Broad can get very busy, so be patient. When the escalator is clear, hop on, get a low angle for the best reflections and snap away!
Placing a model on the escalator can also give the photograph a nice feel.
