All months of the year are suitable to photograph the pink, purple and green apartments along Kam Lam Street in Mong Kok. As this roof is exposed, it's best to go on a dry day.
I recommend photographing this building during the daylight hours between morning and late-afternoon (earlier the better) since you'll need strong light in order to get a clear shot. Additionally, having plenty of visibility will help you to be aware of your surroundings on the roof.
Field tips
Be extra careful as you enter the roof as there are no railings. Don't get too close to the edges and always be ultra-aware of your footing.
Remember to be mindful and respectful of the residents living here when entering the building. Don't spend too much time on the roof, as this is a private apartment complex.
Travel lightly because you'll need to climb six flights of stairs to get to the roof.
Try your best to position yourself so that you're in the middle of the road. Doing this will create a nice sense of symmetry.
I recommend using a zoom lens so you can compress the shot and focus on the colorful architecture.

You're in the Mong Kok, one of the liveliest, most densely populated districts in the world. There are tons of traditional restaurants, small shops and food stalls that line the old streets of the area.
Try and find some neon signs (or what's left of them — many have been disappearing from the city in recent years) and make sure to check out some of the markets, like those on Fa Yuen Street, Ladies Market and Canton Road.
