You can capture moody views of the Manhattan Bridge from Dumbo any month of year. The rainiest months in New York are April and May.
At night, the bridge beautifully illuminates. And if you visit after it rains, the streets will be slick giving the scene a reflective feel. All to be said, visiting during the day can also be great.
Field tips
By using a wide-angle lens (35mm), you'll be able to frame both a model on the street and the Manhattan Bridge in the distance.
Ideally, your lens would have a low aperture (f/1.4), which will allow you to capture more details when photographing at night without a grainy result.
Be patient and wait for a passerby to cross your frame. If you have a model, try having them hold an umbrella or some other accessory to bring more character into your image.
You'll notice I framed a particularly bright light in the center of my image. Get creative on how you balance the city lights, model and the bridge.
