The Hall of Treasures in Resorts World Sentosa is bustling with locals and tourists alike year round and can be photographed during any month.
If you intend to have a model in your shot, you might want to visit during off-peak hours, such as early in the morning when there'll be significantly less people there.
From lunch until dinner, there'll be a cascade of locals and tourists, which will allow you to capture people standing on the escalator (like I have in this shot).
Field tips
Make sure to use a wide-angle lens (15mm) if you want to capture the entirety of the escalator, as well as the colourful lights around it.
I stayed low to the ground so I could capture the base of the escalator. Then, I pointed the camera upward to include the lights above in the shot.
I recommend using your camera grid to ensure you take a well-balanced, symmetrical shot.
I also think it's advantageous to make the best use of the leading lines to point the viewer's eyes to the subject or centre of the picture.

Resorts World Sentosa is huge, so definitely take a look around at the various shops, hotels and restaurants nearby. One of the most popular attractions on this island is Universal Studios Singapore. It's the perfect place for families and friends to enjoy exhilarating rides and shows!
