As long as it's not snowing, you can get a similar image year round at the Northern Lights Lounge.

To get the full effect of the illuminated lights, I suggest visiting at night.

By using a wide-angle lens (25mm) you can incorporate the neon signs and the exterior of the bar.

The surrounding is quite dark, so I recommend bringing a tripod for better lighting control.
