All months of the year you can find good light for this location.
Visit mid-day when the sun is brightest, any time of the week. There will also be less people walking around so shouldn’t be interrupted while shooting.
Field tips
If you don’t mind getting dirty, sitting or lying down on the floor to shoot upwards gives a wider perspective and captures more floors.
A wide-angle lens (16-35mm) can be used to capture as much of the building’s floors as possible.
Capturing sufficient light is difficult, despite going mid-day. By focusing the camera on the open space in the middle, the light streaming in will bounce off the building’s sides and serves as a good point of light reference for your camera.
By composing the shot with the building’s lines level, the two balconies lead the viewer’s eyes down the photograph.
